KNOXVILLE, Tenn. (AP) – Police accused a Claiborne County father of raping his two teenage daughters and shocking them with the same electric collars he used to train hunting dogs.
Sheriff David Ray called it a bad, terrible case.
Charges against the 37-year-old Wayne Burkhart and his 35-year-old wife, Rebecca, were bound over to a grand jury in Tazewell on Tuesday. This came after one of the daughters, a 15-year-old son and a police investigator testified in a preliminary hearing.
Prosecutors said the abuse and shock collars were intended to establish dominance, control and fear in his five children, ages 11 to 19.
Officials said the collars packed a substantial jolt at six different settings intended for large dogs.
Police charged Wayne Burkhart with aggravated child abuse and two counts of rape. Rebecca Burkhart, who allegedly knew about the dog collars but not the sexual assaults, has been charged with aggravated child abuse and failure to report child abuse.
