UK Backing Down on Plans to Censor The Internet on Grounds of Civil Liberties

UK- from www.dailymail.co.uk – Ministers are believed to be turning their backs on a proposal to get adults to ‘opt-in’ if they want to view X-rated material online.

A group of MPs, led by backbench Tory MP Claire Perry [pictured], had called for the requirement after concerns children as young as 11 were accessing, and in some cases, becoming addicted to online porn.

However, ministers are expected to reject this plan on the grounds of civil liberties.

Instead, internet providers will be forced to ask customers if they want to ‘opt-out’ and block pornography coming into the home on every household device.

A source at the Department of Culture, Media and Sport told the Sunday Times: ‘You should have to make that choice yourself.

‘At the moment ISPs, (internet service providers) have said they will offer the filter to newcomers, but we want to see it extended to everyone.’

Details of the new policy will be published later this year by the culture secretary Jeremy Hunt.

The filtering system will be simpler and easier for parents to get to grips with.

This all follows an independent inquiry into online protection by Ms Perry and other MPs who warned that a generation of teenagers were addicted to X-rated material.

There are also concerns youngsters can access pro-anorexia sites and sites detailing information on suicide and self-harm.

It is thought that 75 per cent of children access the internet without being supervised.

In addition, 800,000 can view adult content, including 14 per cent of under 10s.

UK internet providers make more than £3billion a year and around a quarter of all searches online are for pornography.

Last week, major internet companies were accused of being ‘complicit’ in exposing children to extreme violence and hardcore pornography online.

Broadband providers reiterated their refusal to give parents the choice of filtering out pornography.

Ms Perry accused internet companies of cowardice for refusing to appear before the inquiry.

She said: ‘They only wanted to discuss pornography in private, like a dirty little secret.

‘By dragging their feet like this I think they are being complicit in exposing children to material that robs them of their childhood.’
