Pittsburgh – State police arrested a convicted sex offender who allegedly was planning to kidnap a female from Philadelphia and use her in Pittsburgh as a sex slave.
Police arrested Stephen Tex Morgan, 63, of Hazelwood Avenue, in Greenfield, at 9:30 a.m. Sunday at the entrance to the Pennsylvania Turnpike in Monroeville. According to the state’s Megan’s Law Web site, Morgan was convicted in January 1993 of aggravated indecent assault.
Police did not provide any information on the intended victim or how Morgan knew her. According to a police statement, Morgan planned to keep the female bound, blindfolded and drugged. He allegedly planned to train her as a sexual slave for his anticipated prostitution business through a combination of withholding food and water, rapes, and drugs such as heroin and cocaine.
Several neighbors on Hazelwood Avenue said they did not know Morgan by name but said they recognized him when shown a photo from the Megan’s Law Web site. None of them knew of his background as a convicted sex offender.
But those who found the man odd said news of his arrest and history confirmed their suspicions.
Next-door neighbor Waynette Williams, 35, said she often saw Morgan outside with only shorts on.
Williams said she caught Morgan looking into her back kitchen door from a porch and watching her three children in her back yard over a fence. Another woman in the building also has three children. Williams said Morgan invited her to come to his apartment to drink wine, but she never went.
“He looked weird to me. He is so disgusting,” she said. “I hope he stays in jail. I don’t want him around.”
A resident of Morgan’s apartment building said Morgan had lived there since June. In addition to his name, a handwritten piece of notebook paper on his mailbox read “K & S Enterprises.”
Morgan sold novelty items such as candles, perfume and jewelry, Williams said.
State police charged Morgan with attempted kidnapping, solicitation for kidnapping, solicitation for rape, solicitation for involuntary deviate sexual intercourse and solicitation for unauthorized administration of an intoxicant.
He was being held in the Allegheny County Jail. A preliminary hearing is scheduled for Sept. 14.
The city police narcotics, vice and firearms tracking unit assisted in the arrest.
