Ex-fireman accused of voyeurism on campus

Gainesville- University of Florida Police have issued a sworn complaint against a former Gainesville firefighter accused of voyeurism on campus.

The complaint accuses Everette Napoleon Gaines, 34, of Ocala of photographing a woman in early July.

The woman told police she was sitting on the ground restocking shelves at the Reitz Union Bookstore on July 7 when a man approached her.

The man took pictures of the woman’s “leg/skirt area,” a police report stated.

Another man witnessed the incident, police said in a report. Video cameras in the store also recorded what happened.

Police later released footage from the cameras, showing the man who had taken the photos. Officers said they received several calls after news media reported the story and showed the footage.

Then, on July 18, Gaines called police.

“He stated he was the individual in the ‘film’ . . . He was in therapy for this and was going to resign from the fire department,” according to a police report.

Gaines started at Gainesville Fire Rescue in August 2002 but resigned July 18, said GFR spokeswoman Shawna Traub. The firefighter provided a letter of resignation, but it gave no reason for his decision.

Traub also said that, when Gaines’ picture appeared in a news report on the police case, someone with the agency recognized it and fire rescue officials contacted police the same day Gaines called officers. But, before the department could take any action on the matter, Gaines had resigned. “He did not return to work from the time the photo appeared in the paper until he resigned,” she said.

In July, police received three similar reports from female college students about a voyeur.

Another report stemmed from a July 7 incident at the Marston Science Library. A third incident was reported during the same time frame and occurred in the Plaza of the Americas. In those reports, police said the women told them a man tried to use a camera or cell phone to take photographs of them underneath their skirts.

Police don’t have enough evidence at this time to link Gaines to the other reports, said University Police spokesman Lt. Joe Sharkey.

The photos taken of the woman at the bookstore weren’t sent to others but were taken for Gaines’ personal use, Sharkey said.

Gaines’ attorney Tom Edwards said, “Any individual who is in a public place is subject to having their picture taken.” Edwards noted that security cameras, some placed by government or law enforcement agencies, take pictures of people.

“They catch people having sex and completely naked. There is no crime there, and there is no expectation of privacy and I believe that’s the situation we have here.”

Prosecutors must now review the complaint for a misdemeanor charge of voyeurism and determine if formal charges will be filed.
