No One In His Right Mind Would Shoot in Simi Valley After Reading These Ridiculous proposals

Simi Valley is researching whether it can put the onus of enforcing a proposed porn condom ordinance on adult industry producers who shoot in town.

The city is considering amending the proposed measure to require porn makers, as a condition of receiving a filming permit, to have a health care professional on their sets to observe whether the male performers are wearing condoms during sex acts. The producer would have to submit to the city a notarized affidavit by the health care professional stating that the male performers were in compliance.

Within a specified time period, the producer would be required to submit a copy of the unedited version of the video to the Simi Valley Police Department, which would view it to make sure the male performers were wearing condoms. If compliance is confirmed, police would then destroy the footage.

“The object of this proposed language is to take the policing off the city and put it back on the porn industry,” Mayor Bob Huber [pictured] said Tuesday.

City Attorney Tracy Noonan is researching whether there are any legal restrictions on the amendment, Huber said. To give her time to do so, the proposed ordinance was not introduced at Monday night’s City Council meeting as originally scheduled. It is now expected to be introduced at the council’s Feb. 27 meeting, adopted at a subsequent meeting and go into effect 31 days afterward. The council previously has indicated it intends to adopt it.

The proposed ordinance was drafted at the urging of Huber after the Los Angeles City Council approved a similar mandatory porn condom ordinance Jan. 17, prompting speculation that porn studios might start shooting in nearby Simi Valley and other area cities where they could make videos without condoms. The studios say their viewers are turned off by condoms.

The measure’s stated aim is to protect porn performers from contracting HIV and other sexually transmitted diseases. But Huber has said it’s underlying purpose is to send a message to the adult video industry in the neighboring San Fernando Valley section of Los Angeles that it’s not welcome in “family-centered” Simi Valley.
