DENVER — An audit in Archuleta County revealed evidence of porn and gaming sites on county computers, a check for $999,999.99 and lax accounting practices.
The county released the eight-page report last week to help explain why the county suffered a near financial meltdown last year.
Many of the infractions were reported in the Durango Herald, including:
A “considerable amount of pornography and some indications of gaming site usage.”
The county spent $780,000 on “donations or contributions.” Law prohibits counties from donating to certain nonprofits, but auditors did not determine whether any state laws were broken.
The county got around a $1 million check limit by writing checks for $999,999.99. The checks were intended for the school district and were recorded “in a poorly documented fashion.”
“If writing two checks on the same day effectively gets around an enforced limit, the county may wish to re-examine the policy and identify a better means of control,” the report said.
Archuleta County struggled with a multimillion-dollar deficit dating back to 1999. Since learning of the problems the county has cut at least $5.9 million from the budget, suspended numerous projects and programs and cut at least 60 jobs.
