Strip Club Remains Closed for Security Measures

MILFORD, Connecticut – City officials and the state’s attorney’s office in Milford want Kangaroos Nite Klub to remain closed until the owners agree to implement “extraordinary security measures” to prevent a repeat of last weekend’s deadly shooting.

Milford police hope to meet with Kangaroos owner Neil Riggione this week to discuss what kind of security improvements are needed.

But Mayor James Richetelli Jr. declined on Tuesday to elaborate on what security improvements officials are seeking.

“That would be the focus of the meeting between law enforcement and the owner of the club,” Richetelli said, after a two-hour meeting Tuesday afternoon between city officials, police and officials of the state’s attorney’s office.

They met to discuss how to improve safety at the Woodmont Road club.

Richetelli said Riggione has already agreed to cancel the New Year’s Eve party that had been scheduled to be held at Kangaroos.

“We hope he will continue to cooperate with us,” the mayor said.

Riggione declined comment when contacted Tuesday.

When Riggione does reopen the club, Richetelli said that police and other law enforcement officials will have an increased presence in the area.

But until security is improved at Kangaroos, a statement issued by police and city officials urged anyone who might be considering attending a function at the club to “exercise prudent caution for their well-being and safety.”

“Each person has to make a decision on their level of comfort going there,” Richetelli said when asked to elaborate on the statement.

Last weekend’s shooting at the popular club left one man dead and another critically injured.

No arrests have been made and police declined to say Tuesday whether any suspects have been identified.

The violence at the nightclub has prompted the state’s attorney’s office to become involved. Milford State’s Attorney Mary Galvin said Monday her office will coordinate efforts with city officials, police and other agencies to improve conditions at the club and in the area.

“I will be consulting with all the appropriate agencies and we will be taking all the necessary immediate steps in order to help prevent future tragedies,” Galvin said.

There are a number of potential legal tools the state’s attorney’s office has at its disposal to help combat alleged illegal activity at the nightclub, Assistant State’s Attorney Kevin Lawlor said.

For starters, there are public nuisance abatement laws that could be implemented, Lawlor said.

But violations of such laws are often difficult to prove, he said.

Other potential legal avenues include what Lawlor termed enhanced prosecution of individuals arrested in incidents at the club.

“We could give increased scrutiny to those cases,” he said. “For example, we could object to an individual seeking accelerated rehabilitation.” Accelerated rehabilitation is sometimes granted in cases where the accused admits guilt, has no criminal record and is unlikely to commit the crime again.

Those who successfully complete the program can have the charges erased from their records.

One legal tool that won’t be available to city officials is the city’s new, more stringent adult entertainment ordinance, scheduled to go into effect Jan. 1.

Though male strippers regularly perform at Kangaroos, Richetelli said the activity doesn’t take place frequently enough at the club to qualify it as an adult establishment.

The ordinance has provisions that ban nudity, restrict partial nudity and effectively eliminate lap dancing.
