The film, directed by Ricky Greenwood and co-written by Shawn Alff, is scheduled for release in September.

The final day of shooting for The Tribunal took place on a Saturday morning in Compton, focusing on action and fight scenes, dialogue, and fill-in shots. Hardcore scenes for the film had already been completed. The production utilized an old metalworks factory warehouse with rusty corrugated steel walls and a razor-wired, 12-foot fence, creating a setting for rebel prisoners to be hunted by assassins.

Ricky Greenwood directed the film, drawing inspiration from various futuristic action thrillers. Greenwood cited watching Barb Wire with Pamela Anderson as an initial spark, leading him to consider Abigaiil Morris for a role. He also rewatched The Running Man, starring Arnold Schwarzenegger, and incorporated elements from Robocop, including its newscaster and fake news/commercials. Greenwood described The Tribunal as a mix of "Robocop and Verhoeven-type of movies, mixed with Barb Wire and The Running Man." Shawn Alff, who won the 2026 AVN Award for Best Screenplay for Strip, also a Digital Playground production directed by Greenwood, co-wrote the script for The Tribunal.

For her role preparation, Morris utilized ChatGPT to run lines and design four memory games based on the script, enabling her to recall lines efficiently.

Cubbi Thompson plays Mask, an assassin in a non-sex role. Thompson's character primarily engages in combat, with her weapon of choice being a heavy chain. Thompson stated her character is a "well-trained assassin" who kills for the elites.

Emma Rosie portrays Bomber, a "young and upcoming fighter" who is mentored by Morris's character, Kansas. Rosie's character arc involves being torn between "the big evil people and what's right." Rosie also appears in a sex scene with Mick Blue, who plays Gordon, the "head evil guy," filmed in a downtown high-rise serving as the elite's headquarters. Rosie's character also has fight scenes with Kansas and adventures with Little Puck's character, Cora, and Van Wylde's character, Bruce.
