The displinary letters detailing the cause-for-termination actions of five Sacramento Fire Department firefighters who were fired and later reinstated have been made public.

The Sacramento Bee published the details after a Sacramento Superior Court judge denied a request by the firefighter’s union to withhold the letters. Attorneys for Sacramento Area Fire Fighters Local 522 argued that the letters represent an unconstitutional violation of the firefighters’ privacy.

According to the Bee’s published report, apparatus operator Charles D. Claybourne was terminated for drinking while on duty and driving a fire engine to bars, where he offered rides to women.

Firefighter Troy A. Doehrer was terminated for drinking on the job and picking up women at bars in midtown Sacramento on August 24. The letters note that Doehrer had also drunk alcoholic beverages while on duty at Station 6 in Sacramento’s Oak Park area.

The investigation cited firefighter Anthony J. Ramirez for multiple instances of drinking while on duty. His letter also noted he gave women joyrides on fire equipment. On at least one occasion he allowed women to ride in a fire engine while responding to call.

Firefighter Scott C. Singleton was let go because he “kissed and fondled” a woman in a fire department vehicle that was parked at the Radisson Hotel on July 2. Singleton had alcohol in the vehicle. He also gave a drink to a firefighter in uniform that night.

Firefighter Patrick M. Willard lost his job because he was drinking at a bar while on duty. He was also seen at autograph-signing events featuring a female adult film star in two Sacramento-area adult video stores.

The union negotiated with the City of Sacramento and fire department officials to return the firefighters to their jobs on a probationary basis. The firefighters had to agree to a “last chance contract” which holds them to department standards for the next five years, and specifies that any major violation of department rules will result in instant termination.

The five firefighters, who were reinstated October 14, also agreed to work from 120 to 240 hours without pay.

A departmental investigation unearthed the firefighters’ misconduct. That four-month investigation was prompted by a sexual assault accusation filed against an off-duty firefighter who attended the Porn Star Ball at the Radisson in July. That firefighter has since resigned.

The investigation cited two other firefighters, Daniel Patrick Kennedy and Thomas C. Mitchell, for improper actions. Those firefighters resigned before being fired. Their termination letters were also released.

In a related note, a woman who claims one of the reinstated firefighters sexually assaulted her the night of the porn ball filed suit on Wednesday against the city for damages.
