She claims IRS agent Ricardo Rio drove her to a Starbucks to discuss “an alleged discrepancy in her tax return,” and that as they entered a stairwell in the parking garage, “Rios pinned plaintiff against the wall and tried to rip plaintiff’s clothes off.”
