from www.vcstar.com - An ordinance aimed at keeping the porn industry out of Simi Valley was introduced at Monday night's City Council meeting.
It would require male performers to wear condoms during sex acts and would put the onus of enforcement on porn producers.
It would require porn makers, as a condition of receiving a filming permit from the city, to have a health care professional on their sets to observe whether the actors wear condoms. The producer would have to submit to the city a notarized affidavit by the health care professional stating that the actors complied. Failure to comply would constitute a misdemeanor offense punishable by fines and possible Ventura County jail terms.
Mayor Bob Huber [pictured] called for the ordinance after the Los Angeles City Council approved a similar one Jan. 17, prompting speculation that porn studios in that city's San Fernando Valley might start shooting in nearby communities such as Simi Valley where they could make videos without condoms. The studios say their viewers are turned off by condoms.
The ordinance is expected to be adopted at a near-future council meeting and take effect 31 days later.
A second ordinance aimed at curtailing massage businesses in town that Huber says are fronts for prostitution also was scheduled to be introduced Monday night.
But after Glennda Donate, who owns a legitimate massage business in town, raised concerns that it was impractical for her establishment to have separate lockers for each customer as the measure requires, the council directed City Attorney Tracy Noonan to rewrite some of the ordinance's language so as not to penalize such law-abiding businesses. The measure is now expected to be introduced at next week's council meeting.
