U.K. media regulator Ofcom has imposed an 80,000 pound fine against First Time Videos for failing to implement age checks required by the Online Safety Act. This action follows a series of enforcement measures by Ofcom against adult industry operators for non-compliance with age verification requirements.

First Time Videos Fined for Age Verification Lapses

On Thursday, June 19, 2026, Ofcom finalized its decision to fine First Time Videos 80,000 pounds, which is more than $100,000. The fine was issued because First Time Videos, which operates FTVGirls.com and FTVMilfs.com, failed to implement age checks as mandated by the Online Safety Act.

Ofcom initiated an investigation into the FTV sites in June 2025. A provisional decision in the case was issued by the agency in March, leading to the finalized decision and fine.

George Lusty, Ofcom Director of Enforcement, stated that age checks are not optional and are a cornerstone of laws designed to protect children from harmful content, including pornography. Lusty added that Ofcom intends to send a clear message to the industry that companies failing to comply can expect to face similar enforcement action.

Broader Enforcement Actions by Ofcom

The fine against First Time Videos is part of a broader pattern of enforcement by Ofcom under the Online Safety Act. The regulator has taken action against several adult site operators for similar age verification failures and other compliance issues.

Youngtek Solutions and 8579 LLC Penalties

Last month, Ofcom imposed fines totaling 600,000 pounds, or more than $800,000, against adult site operator Youngtek Solutions. These fines were for failing to implement age checks and respond to information requests as required for compliance with the Online Safety Act.

Earlier, on February 23, 2026, Ofcom announced a fine of £1.35 million, or $1.8 million, against 8579 LLC, the parent company of a network of porn sites including crazyporn.xxx, hoes.tube, and love4porn.com. These websites failed to implement age verification measures from July 25, 2025, until at least November 19, 2025. Ofcom stated that another 8579 site, justpornflix.com, was still failing to implement age verification. 8579 LLC was required to bring justpornflix.com into compliance, with a daily penalty of £1,000, or $1,349.10, starting February 23, 2026, until compliance or June 3, 2026, whichever was sooner. Additionally, 8579 LLC was fined £50,000, or $67,459.54, for failing to respond to a statutory request for information from Ofcom, and faced an additional £250, or $337.30, fine per day until it provided a complete list of all sites it operates.

AVS Group and xgroovy.com Investigations

On December 4, 2025, Ofcom imposed a penalty of one million pounds, approximately $1.3 million, on AVS Group Ltd. This followed an investigation that concluded AVS Group had failed to implement robust age checks on 18 adult websites. Ofcom's investigation found that from July 25, 2025, until at least November 25, 2025, AVS Group websites either lacked age assurance measures or implemented measures that were not highly effective. Specifically, AVS Group deployed a photo upload check without liveness detection, which Ofcom considered vulnerable to circumvention by children and not highly effective. The AVS-run websites investigated included pornzog.com, txxx.com, txxx.tube, upornia.com, hdzog.com, hdzog.tube, thegay.com, thegay.tube, ooxxx.com, hotmovs.com, hclips.com, vjav.com, and pornl.co. Ofcom had issued a provisional notice in October 2025, giving AVS Group 20 working days to respond. By December 17, 2025, Ofcom confirmed that AVS Group Ltd had implemented new age-assurance processes across all sites under investigation.

Earlier this week, Ofcom issued a provisional determination that the provider of xgroovy.com has failed to comply with age assurance requirements under the Online Safety Act. The site’s operator was given 20 working days to respond. Ofcom initiated its investigation into xgroovy in September of last year.

Procedural Compliance

Beyond age verification, Ofcom has also emphasized procedural compliance. On December 17, 2025, Ofcom imposed a £20,000 financial penalty on a file-sharing service for failing to comply with legally binding information requests issued under the Online Safety Act 2023. This action highlighted that procedural non-compliance, specifically a failure to engage fully and promptly with Ofcom’s supervisory and investigatory powers, constitutes a standalone basis for enforcement.
